100% Federal funded solar or PV programs?

My boss heard a rumor that the federal government has a program to fund 100% of solar or PV installations. Is this fact or fiction?

Roy,

There is a new federal program for corporate commercial solar electric system projects started during 2009-2010 that funds 30% of its cost in a cash grant. This is in lieu of the 30% tax credit.
