It makes grants to local government for Passive Solar Space Heat, Solar Water Heat, Solar Space Heat, Solar Thermal Process Heat, Photovoltaics, Wind, Biomass, Fuel Cells, Geothermal Heat Pumps, Other Distributed Generation Technologies.

This program provides grants to those initiatives that improve energy efficiency, develop renewable-energy resources, and preserve and enhance natural areas and wildlife habitats in Illinois. It has awarded about 3,000 grants totaling $160 million since 2001.
