Looking grant and financing money to install 91kw system

I am putting together a solar energy electricity producer project that will produce about 115,000KW per year.
The system would be mounted on top of a 24,000 square foot flat roof that is an apartment complex located in Red Bank, Tennessee which is a suburb of Chattanooga.
The estimated cost is $816,200 for a complete turn key system.
I am looking for any grant money that might be out there to help off set the total cost of the project. I understand that the federal government as of July 9th is offering a cash grant instead of the 30% tax break for alternative energy producing systems. I would like to learn more about this and what I would need to do to qualify for such a grant.
I would also like to know how the TVA grants work and there pay outs for energy produced. Plus, I would like to know how the state of Tennessee pays out for their grants. Lastly if there is any other finance options that are available in order to get this project off the ground.------------
