Preventing Toxic Material from Contaminating Ground Water

Many years ago, I came up with a way to prevent toxic waste from leaking into ground water that also has many other associated benefits. Development of this product concept has been delayed over time as the result of several personal tragedies in my life.
Originally, to verify whether this idea was worth pursuing, I wrote to the EPA and asked for their opinion. They responded by telling me that it was ?technologically sound.? Given this very strong statement from experts, I began my search for engineers for R&D. During my search I discovered that R&D would be far more cost effective to have a technical university conduct the R&D rather than the private sector.
More about the concept: It has little to do with remediation, but rather a means of preventing leakage from containers holding toxic liquids in either transporting or storing such hazardous material.
I believe this proposed concept to be of tremendous global value, and a real shame if left unexplored as a viable way to help prevent contamination of the world?s water supply ? water being the most necessary component to all living matter on this planet. And until such time that technology advances to the point where such materials can be safely disposed of ? safe containment is paramount.
I am very curious to read what others have to say about what I am submitting. I welcome any sincere interest. Should there be anyone who would like to know more and is in a position to both fund and develop this concept; I am open to any suggestions that would help make this safety measure a reality. Again, it truly would be a shame to leave this unexplored.
