Searching for a Solar Energy Grant for a customer who is disabled

The customer of mine who is disabled does not pay taxes so he would not receive a 30% federal tax credit for renewable energy on their home. And they do not have enough money for down payment considering they're on a fixed income. Do you know of any grants that could get this homeowner a more efficient home for no or little cost out of pocket.
