Solar grants Arizona...HELP

I work for a political subdivision of the State of AZ and we are not eligible for federal $ to install solar.

Any ideas where I can get money to install????

Can you be more specific? Eg, solar PV, hot water, for public buildings or other, rural or metropolitan, any target population, business? Perhaps then we, or some visitors to AlternateEnergySources.com might be able to assist.
