is there a grant for 100% service connected vet for insulation-solar panels or anything in Northern Minnesota ????

Try the Renewable Energy Equipment Grant Program. It's a
Minnesota Legislature program to fund the installation of equipment using renewable energy sources in homes of low-income families throughout Minnesota. Maximum allowance per grant is $4,700. It is to be used on solar-air or bio-fuel heating systems.

Also check out the Office of energy Security here for its solar water heat rebate program.

And then there's the Minnesota Power - Solar-Electric (PV) Rebate Program Minnesota Power offers a rebate of $2,000 per kilowatt-DC for grid-connected solar-electric (PV) systems, with a maximum award of $4,000 per customer.
