I am trying to find a grant/rebate program for my 89 year old grandmother. She lives in an old house and is on a fixed income. Her electric bills are through the roof.

If that's no use to you, there's the Energy-Efficient Mortgages program .

It sounds as if your grandmother would benefit from an energy audit and insulation. If under the Austin Energy - Free Home Energy Improvements Program Austin, then
insulation in her attic; sealing and repairing or replacing ductwork;Caulking around plumbing penetrations; and Weather stripping around doors would all be free.

If not where you live you might want to tell your city fathers about this program.
