Solar panels, green house effect, and better isolation for my home

I am looking for any type of government sponsored energy efficient systems such as solar panels, green house effect architecture and/or better isolation materials to modify my house with. I am very cognizant of the challenges our world faces but do not possess the means to make the change. If there is any program or aid for residential house, please let me know.
