What is the best resource to find grants for re-careering in solar energy, and
what certificates/degrees/accreditations are available?
Grants.gov is probably your best shot. The department of labor lists several training support initiatives under the American Recovery and Reinvestment Act of 2009 here.

However these refer to grants to training programs rather than to individuals.

The Presidential Forum On renewable Energy has a scholarship opportunity for college but that probably not what you are looking for.

The non profit Solar Energy International has various online and hands-on courses in solar PV, wind, micro-hydro, solar hot water and natural home building in 22 locations world wide.

The American Public Power Association $10,000 grants and internships. has

For British readers of this post the Lawrence Arthur Foster Award for Mechanical Engineers might be of interest. Worth 6.500 pounds for a two year postgraduate course in renewable energy.

If you want to take advantage of weatherization programs and increased demand for energy audits you'll find some energy audit training courses here. Some cheaper than others but no grants.
