After the various proposals are ranked by DOE, it is possible that a number of proposals have received the same amount of points. Given this, you may want to try and get an extra edge. It does not hurt to submit, along with your proposal, letters of support from prominent people. For instance, if you contact your Federal Senate and/or House Representatives and State level well ahead of the time, they may be very gracious in providing you with a letter of support.
